Mayuri has so many reasons to apologize, so many that each time she thinks of a new reason. Conveying that all to Suoh is difficult, so she simply apologizes and hopes Suoh can forgive her. But Suoh rejects Mayuri's apologies, not because she doesn't forgive Mayuri. Rather…
"You don't have to apologize for making a decision you don't regret."
"I still want to, though."
Suoh understands why Mayuri made the decision she did and why Mayuri would make the same one even with hindsight. She understands and spreads "blame" around equally. Really, they were and still are young maidens trying to grow into adult women. Mistakes are made as part of living; it's about learning and moving forward that is true growth. Not from a book or a movie, but from real life. A real life that Mayuri will need some time to "catch up" with.
"Because I want you to know how I feel."
Mayuri doesn't regret the decision she made that day, but she also thinks she didn't believe in Suoh's love enough. One could say there was no logical reason, not with her past history, to believe in the strength of Suoh's love. To believe in that simple and honest feeling. A feeling that has little correlation with how complicated its target may be.
"I will never doubt love again."
But she believes in it now. Mayuri's apology here is a declaration, and thus the only one Suoh finally accepts.
